Balaam, Nameere assume office at Local Government Ministry, pledge teamwork and accountability

KAMPALA – Newly appointed Minister for Local Government, Hon. Balaam Barugahara, together with State Minister Hon. Justine Nameere, on Friday officially assumed office at the Ministry of Local Government, signaling the beginning of a new chapter in the ministry’s leadership.
Speaking shortly after taking office, Hon. Balaam paid tribute to the outgoing ministers for their dedicated service and contribution to strengthening local governance across the country.
“I extend my sincere appreciation to the outgoing ministers for their dedicated service to our country and for the foundation they have laid in strengthening local governance. Their contributions have shaped institutions and improved the lives of many Ugandans. We shall build upon this legacy with humility and determination,” he said.
The minister called upon technical staff, political leaders, and employees across the ministry and local governments nationwide to embrace a renewed spirit of teamwork, patriotism, and professionalism in service delivery.
He emphasized the need to create conflict-free workplaces founded on mutual respect and collaboration, warning against practices that undermine institutional effectiveness.
“There shall be no room for gossip, intrigue, or divisions that undermine institutional effectiveness. Instead, let us promote open communication, collaboration, and a culture where every individual is valued for their contribution to national development,” Balaam noted.
The minister further stressed the importance of transparency, integrity, accountability, and effective time management at all levels of government, reiterating his commitment to fighting corruption and misuse of public resources.
“Public resources belong to the people of Uganda and must be used prudently and for their intended purposes. Corruption, abuse of office, and all forms of mismanagement will not be tolerated. We must all account for the trust placed in us by our citizens,” he said.
Recognizing the evolving nature of governance, Balaam pledged to prioritize capacity building and continuous training for elected leaders, technical officers, and local government staff to improve service delivery and responsiveness to emerging challenges.
He said the ministry would focus on equipping leaders with the knowledge, innovation, and skills necessary to strengthen local governments and enhance the well-being of citizens.
The minister also highlighted the upcoming Local Council I (LCI) elections as one of the immediate priorities, calling for unity and collective effort in delivering results for Ugandans.
“Let us work together as one team, united by a common purpose of improving service delivery, strengthening local governments, and enhancing the well-being of our people,” he said.
Drawing inspiration from Scripture, Balaam quoted Colossians 3:23: “Whatever you do, work at it with all your heart, as working for the Lord, not for human masters.”
He concluded by praying for wisdom, discipline, and courage for all public servants as they embark on the task of serving Ugandans with excellence.
