In a landmark assembly held at GNS Plaza, the Uganda Primary Schools Sports Association (UPSSA) marked a historic moment as the newly crafted Electoral Guidelines for the term 2024-2028 were unanimously approved by the assembly members.

This significant achievement underscores UPSSA’s commitment to transparent, democratic processes in the selection of its leadership, ensuring that the next phase of the association’s journey is built on a foundation of accountability, fairness, and inclusivity.
The Key Highlights of the Electoral Guidelines 2024-2028:

Election Commission Formation: The guidelines outline the establishment of an independent Election Commission responsible for overseeing the entire electoral process. The commission is composed of impartial individuals known for their integrity and commitment to the principles of fairness.

Electoral Calendar: A comprehensive electoral calendar has been included, specifying key dates for nomination periods, vetting processes, campaign periods, and the ultimate election day. This clear timeline aims to provide all stakeholders with a structured framework for their participation.

Nomination Procedures: The guidelines articulate detailed procedures for candidates wishing to contest various positions within UPSSA. This includes eligibility criteria, documentation requirements, and the submission process to ensure a smooth and well-regulated nomination phase.

Vetting Process: To maintain the highest standards of leadership, the guidelines outline a rigorous vetting process to assess the suitability and eligibility of candidates. The vetting process will be conducted transparently, allowing members to have confidence in the integrity of the candidates.

Campaign Regulations: Specific regulations have been established to govern the conduct of candidates during the campaign period. These regulations aim to foster a positive and respectful campaign environment, ensuring that members can make informed decisions based on the merits and vision of each candidate.

Voting Procedures: The guidelines detail the voting procedures, including the use of secure and transparent methods to cast and count votes. Measures will be in place to safeguard the integrity of the voting process, and observers may be appointed to ensure adherence to guidelines.

Results Declaration: Following the election, a transparent and formal process for the declaration of results is outlined in the guidelines. This stage emphasizes the association’s commitment to openness and accountability.

Dispute Resolution Mechanism: In the spirit of fairness, the guidelines incorporate a robust dispute resolution mechanism to address any concerns or disputes that may arise during the electoral process. This mechanism aims to ensure that conflicts are resolved promptly and impartially.

The approval of the UPSSA Electoral Guidelines 2024-2028, proposed by Arinaitwe Dennis of Mbarara, seconded by Winnfred Nairuba of Mukono Municipality and David Isabirye of Jinja City, marks a significant stride towards strengthening democratic governance within the association.

By setting a high standard for transparency and fairness, UPSSA reaffirms its dedication to fostering a vibrant and accountable leadership that will propel primary school sports in Uganda to new heights over the next four years.
