
Kisoro head teacher on the spot for swindling school funds

Kisoro – Igabiro Primary School Head teacher in Rubuguri Town Council is on the spot for conniving with a distant town clerk to embezzle school funds estimated to be in millions of shillings.
The accused is a one Kabyirengyeza Remegio who has been a Head teacher of the school since the wake of Covid-19 pandemic period.
His malicious deeds were reported to the Kisoro district council on Sunday by the Rubuguri Town Council LCV Councilor, Byamugisha Deus and was confirmed by Kisoro district chief administrative officer, Badru Mayanja.
According to Byamugisha, the school Head teacher first unlawfully changed the school’s bank account signatories to deny his supervisors access and knowledge of funds withdrawn.

By law, signatories of a school bank account are supposed to be three; the school head teacher, chairman Board of governors, and a Town Clerk or an LC3 chairperson of that area.
However, Kabyirengyeza hired a sub-county chief of Bukimbiri Town Council, only identified as Aaron, and the Rubuguri Town Council former mayor.
Byamugisha said that money that was recently approved by the town council to construct two classroom blocks has also been embezzled, and the school is in a terrible state as it also lacks chairs, blackboards and boxes of chalk.
He called upon responsible authorities to take the matter as an emergency and find some finances to buy chalk and blackboards for learners to complete the ongoing first term of the academic year. He also demanded for an immediate audit of the Head teacher.
Kisoro acting district education officer, Munyaneza Emmanuel when contacted said that he has taken all required disciplinary measures following the right procedures, and a decision has been taken that the Head teacher be transferred to another school.
Kisoro chief administrative officer, Mayanja also assured Kisoro district council that action will be taken against the sub-county chief of Bukimbiri who has been conniving with the school Head teacher to cause financial lost to the school, and the district as a whole.
