Mbarara Leaders, Residents petition President against MP Itungo over Bucuro Seed School Transformer

Mbarara District Leaders, Locals are up in arms against MP Nathan Twesigye  Itungo of Kashiri South County over the stolen transformer that was donated to Bucuro Seed School on Presidential directive through the ministry of Energy, and Mineral Development.
During the fundraising function for the construction of a 3 classroom block at Bucuro Seed School in Bucuro town Council, Locals and some leaders who got  a platform to give a speech, they petitioned through the chief Guest of Honor Dr. Jane Egau, Commissioner in the Ministry to Education and sports about the transformer which was donated to this School. These alleged that the transformer was released by the ministry of Energy and Mineral Development and was signed and received by the Kashari South Legislator MP Itungo, however up to date the transformer is still missing.
While addressing to the congregation, Tom Karuhanga, Mayor Bucuro Town Council reporte the transformer issue to Dr. Egau who had represented the First Lady Janet Kataha Museven to deliver their concern to the office of the First Lady and to the President in ensuring that their transformer that was meant for Bucuro Seed  School is recovered and delivered to the school to do its purpose.

” Our Chief Guest, there is agency need of this school to be connected to electricity, I would like to bring it your attention that Government of Uganda through your Ministry of Education and Sports and Ministry of Energy and Mineral Development allocated  1 X200kVA/33kV Transformer to Bucuro Seed School purposely to improve performance and student to benefit fully from the facility that enhances learning opportunities at school and to facilitate E-learning, on 14th October 2022 the ministry released a transformer on delivery note No. 526 but to date it has not been delivered , not installed at school to serve the intended purpose, we need the help our chief guest and the President’s intervention” said Karuhanga, Mayor Bucuro Town Council
The Mbarara District Deputy RDC Simon Peter Kaswabuli tasked the Local Leaders to openly expose the person whom they know he went to the ministry to pick and failed to deliver the transformer to the school.
“I want the issue of a transformer to be clear and we want the person who signed for and picked the transformer to be brought to book. I want the Mayor and other local leaders to be open and tell the public about the person that took the transformer. No one is above the law, I don’t want us to beat around the bush, I want the documents concerning the missing transformer and the person who signed for it” said Kaswabuli, Deputy RDC
This prompted the Mbarara District LC5 Boss Dida Tabaro who came in front and openly confirmed to the public that the Kashari South Member of Parliament Nathan Itungo went to the Ministry  of Energy and Mineral Development and picked the Transformer but failed to deliver it.

“Let us stop wasting people’s time, the transformer was released and given to the Member of Parliament for Kashari South constituency, this is the person that we are battling with to ensure that he delivers our transformer, the all documents that we have shows that the transformer was given to this Legislator” said Tabaro, LC5 Chairman
The RDC and the Commissioner Dr. Egau were appealed to report the matter of transformer to the president of Uganda and ensure that MP Itunga can deliver the transformer that was given to him
According to the information, in 2022 the Ministry of Energy and Mineral Development  allocated 1 X200kVA/33kV Transformer for Bukiro Seed Secondary School  under Rural Electrification Program. This was after the Member of Parliament for Kashari South Itungo who approached the Rural Electrification Programme for a transformer to supply the school which was already equipped with computers . His request was positively responded to, around October 2022, he signed for the transformer and picked it from the  Ministry’s stores.
On 23rd January 2024, Irene Bateebe, the Permanent Secretary Ministry of Energy and Mineral Development wrote to MP Itungo reminding and requesting him to deliver the transformer to the school for installation before the new term began in February 2024. This reminder was made for a further reference that was made to a delivery note No. 526 dated 14th October 2022.  On 20th November 2023, the ministry inspected the site and noted that the Legislator had not yet delivered the transformer to the school for installation and to serve the intended purpose.  up todate, the Transformer has not yet been delivered, the school still operates in the darkness.
MP Margaret Ayebare Rwebyambu said that as the Woman Member of Parliament for Mbarara District  is going to follow up the  whereabouts of the Transformer that was released purposely for Bucuro Seed School.
More than Shs 34M was raised towards the construction of 3 classroom block for Bucuro Seed School during the fundraising. The First Lady who was represented also contributed about Shs 10M for the support
 According to David Kitengye, the organising Committee Chairman for the construction of 3 classroom block, Shs 278M is required.
Dr. Egau pledged to deliver the concern from the people of Kashari South about the missing transformer to the First Lady and to the President of Uganda so that it can be recovered.
During the same  fundraising function, Locals, Parents, school management praised Local Leaders especially the former Mbarara District Council which was headed by Capt. Johnbosco Tumusiime Bamuturaki (Omudumizi) who allocated about 285M towards the initiative of constructing a seed school in Bucuro town Council.
Bamuturaki led the council during their tenure and embraced the idea from  the ministry of Education to put up a seed school  in Bucuro Town Council as one way of boosting education development in Kashari South and Mbarara District entirely.
“I want to applaud to the former Leadership of Mbarara District Council especially former District Chairman Johnbosco Bamuturaki who led the council and allocated 285M in a way to support this school” said Patrick Muhimbise, Mayor Bwizibwera Rutooma Town Council
“Without You the Former Mbarara District Chairman Capt. JB Bamuturaki who used your powers as the District Boss, we wouldn’t be able to have Bucuro Seed School in this area . Some Mafias had wanted to take this project from us but Bamuturaki stood up and fough them until the construction of this school began. We like politicking around but lets always give credit where its due” said David Kitengye
