Kampala Capital City Authority (KCCA) has sworn in a five-member Capital City Public Accounts Committee mandated to scrutinise audit reports, investigate accountability concerns and strengthen the management of public resources in the capital.

The swearing-in ceremony took place on Thursday, October 15, 2026, at the Mayor’s Parlour at City Hall, following the appointment of the members by Kampala Lord Mayor Ronald Balimwezo and approval by the minister responsible for Kampala Capital City.

Annet Nantumbwe was sworn in as the committee’s chairperson, alongside Allan Mwesige, Christine Kobusingye, Joel Kiwalabye and Harriet Namutebi as members.

The committee is established under Section 68(1) of the Kampala Capital City Act, Cap. 195, which provides for a chairperson and four other members to oversee its work.

Under Section 68(9) of the Act, the committee is mandated to examine reports from the Auditor General, the Chief Internal Auditor and commissions of inquiry. It is also empowered to require councillors and city authority officers to appear before it and explain issues arising from the reports.

Speaking at the ceremony, Lord Mayor Balimwezo urged the newly sworn-in members to execute their mandate with integrity, independence and a strong commitment to the public interest.

He emphasised that accountability should go beyond reviewing financial records and audit reports to ensuring that public resources translate into improved service delivery for Kampala residents.

“Public accountability is not just about examining figures and audit reports; it is about ensuring that every resource entrusted to the city delivers value to the people of Kampala. I urge the committee members to carry out their duties impartially, follow up on audit findings and ensure that their work contributes to better service delivery and the development of our city,” Balimwezo said.

He added that effective scrutiny and follow-up on audit recommendations were essential to ensuring that resources allocated to the city were used responsibly and delivered the intended results.

KCCA Deputy Executive Director Benon Kigenyi welcomed the new committee, describing its work as a critical component of efforts to strengthen institutional accountability, transparency and responsible management of public resources.

Kigenyi called on the members to work constructively with the authority while maintaining the independence necessary to scrutinise audit reports, seek explanations from officials and follow up on unresolved accountability issues.

“The committee has an important responsibility in ensuring that public resources are managed prudently and that audit findings receive the attention they deserve. We welcome the new members and look forward to constructive engagement as we strengthen accountability, improve institutional performance and ensure that resources are directed towards delivering better services to the people of Kampala,” Kigenyi said.

The committee is expected to review audit findings, obtain explanations from relevant officials and monitor action taken on recommendations arising from audits and inquiries.

Its work is intended to strengthen oversight of public expenditure, promote prudent financial management and ensure that weaknesses identified through audits receive appropriate attention.

As Kampala continues to address the demands of service delivery and urban development, the committee’s effectiveness will be important in promoting responsible use of public funds and strengthening public confidence in the administration of Uganda’s capital city.
