USSSA Executives Face Resignation Demands Over Conflict of Interest

Calls are mounting for the resignation of three USSSA executive members, Richard Muhumuza, Alice Alwenyi, and Douglas Kabwegyere, following their recent appointments to the Netball Uganda executive. The three officials were initially elected to the USSSA executive in July 2022, representing their respective regions: Alwenyi for Kampala, Kabwegyere for Western, and Muhumuza for Central. However, on Saturday, October 26, 2024, at an event held at Cooper Chimney Hall in Lugogo, they were officially declared members of the Netball Uganda executive, creating a legal conflict.

The 2024 Constitution of Netball Uganda explicitly states in Article 14.2 (K) that no individual may concurrently hold positions on the executive boards of two national sports associations or federations. This provision directly impacts Muhumuza, Alwenyi, and Kabwegyere, who already serve on the USSSA executive. In line with USSSA’s Article 17 (C), which requires positions vacated under such circumstances to be declared vacant and filled by the executive committee, stakeholders are urging swift action to replace the three executives.

In an interview with Wallnetnews, USSSA delegates, who wished to remain anonymous, expressed their concerns about the three executives retaining dual roles, noting that it conflicts with both USSSA and Netball Uganda regulations and could impact the effective governance of school sports in Uganda. They called on the USSSA President to ensure that these positions are filled promptly in accordance with organizational rules, pending by-elections at the next AGM.

Additionally, Wallnetnews learned that William Bwambale, President of the Uganda Primary Schools Sports Association (UPSSA), was also named to Netball Uganda’s top executive, creating a similar conflict of interest. Primary school stakeholders are now pressing for Bwambale’s immediate resignation. The Commissioner of Physical Education overseeing primary schools is under pressure to convene the UPSSA executive and appoint an interim president until an extra-elective assembly can formally elect a replacement.
