Uganda Prisons Services Releases 130 Prisoners on Humanitarian Grounds

The Uganda Prisons Services has released 130 prisoners convicted of minor offenses after being pardoned on health and humanitarian grounds.
According to a circular dated October 21st, 2024, signed by Frank Baine Mayanja, Senior Commissioner of Prisons and Deputy Director CCA/Service Spokesperson, the decision was in line with Article 121 of the Constitution of the Republic of Uganda.
The circular reads: “In accordance with Article 121 of the Constitution of the Republic of Uganda, H.E the President has granted pardon to a total of One Hundred and Thirty (130) convicted minor offenders.
The pardon was granted on public health and humanitarian grounds. All the pardoned prisoners have since been released.”
This move is seen as part of efforts to address concerns over public health in detention facilities and uphold humanitarian considerations for prisoners serving sentences for minor offenses.
