The Minister for health Dr. Ruth Aceng has today tabled a bill “Uganda human organ donation transplant Bill 2022” which seeks to regulate the trade of organs and tissue donation and transplant within Uganda.

The bill further sets stringent punishments for offenders which includes life imprisonment or a fine of 2billion shillings for those found liable of selling any human body organ without authorisation.

This came as the 11th Parliament had just comeback from recess of 6weeks and this bill was among the items on the order paper.


The bill seeks to among other thongs;
Regulate organ sale and tissue donation and transplant in uganda through establishment of Uganda organ transplant Council thereby designating Mulago national hospital as the only pioneering transplant center, regulate donation and transplant activities, designed standards for storage of harvested organs tissue and cells, prescribe the appropriate concept to be given by donors, establishing a human organ and tissue database and prescribing offences and punishments related to tissue of organ and tissue donation and transplantation among others.

“We want to ensure that we have a very solid bill that will protect both patients and the health workers, people who are doing the organ harvesting and consequently organ transplant” Dr. Francis Ayume further emphasized.
The bill seeks to place stringent punishments umclusing;
– life imprisonment for commercial deqlings in human materials such as sale of one 9f the pairs of an organ like an eye or kidneys of a living donor.
– 12 years imprisonment or a fine of 2billion shillings for removal of a human organ, cell or tissue without proper authority.
– 12 years imprisonment or a fine of 2billion shillings for organ or tissue sale or Trafficking and
– life imprisonment for removal of human organ, tissue or sale of a living donor without consent or authorisation.
