Luuka Deputy RDC caught caning car washers, suspended

Kampala – Secretary to the office of President, Haji Yunus Kakande has suspended Waiswa Paul Bweni Bwamwiko Luuka District Deputy Resident District Commissioner over his misconduct.

This development followed a viral video on social media where the alleged RDC was caught in a scaffol beating some young boys at a car washing bay.

According to Hajji Kakande, following a complaint from Kisige Abudallah alleging physical assault on him, Management has considered this a criminal matter which should be handled by Police.

He however added that, this act brings the Public Service into disrepute while in violation or contrary to Section (F-r), paragraph 5(b), (d) and (k) of the Uganda Public Service Standing Orders (2021).

Kakande, noted that in view of the above, “I hereby suspend you from duty as Deputy Resident District Commissioner-Luuka with immediate effect” reads in the suspension letter.

He added that in the meantime, he should handover Office and Government vehicle or any other Government property in your possession except employment Identity Card, in accordance with Section (F-d) of the Uganda Public Service Standing Orders (2021).

“You should also prepare a written defence in regard to the allegation, as contained in Mr. Kisige’s written complaint availed to you” said Kakande’s letter .

He reminded him to show cause why his case should not be forwarded to Rewards and Sanctions Committee of Office of the President, for further disciplinary action. “Your defence should reach my Office within 14 days from the date of this letter” it added .
