How NCS Internal Audit Assistant Tucungwirwe received over Shs100m in sports federations & staff allowances but never transferred it to intended beneficiaries

Kampala – If the three government institutions like the Auditor General, Inspectorate of Government (IGG), and Criminal Investigation Department are to carry out a smooth investigation without any interference of evidence, some officials of National Council of Sports (NCS) need to step aside with immediate effect.

On Tuesday 25th April 2023, Wallnetnews unearthed the dirt at (NCS), how monies are spent, and how board members plus some top administrative officials allocated themselves dubious allowances in the financial year 2021-2022.

In the spotlight today is Raymond Tucungwirwe; an Internal Audit Assistant and the allowances he received in financial year 2021-2022 through his personal account at Centenary Bank.

 We have established that he received monies in allowances meant to pay some sports federations, but the federations deny ever receiving any money from him.

If the monies were meant for sports federations and associations, it would have been deposited on their accounts but not on Tucungwirwe’s personal bank account.

Tucungwirwe’s net salary is Shs3,158,536 and in FY2021-2022, he received a total of Shs119,862,898 in allowances and below is the breakdown of the allowances received through his personal Centenary Bank account.

On 21st September 2021, he received Shs510,000 as airtime  for July, August and September 2021, Shs135,000 as transport for July, August and September  2021 plus Shs300,000 as payment for lunch for July, August and September 2021.

On September 30th, he received Shs3,000,000 as facilitation for staff who worked during lockdown  and attended training of integrated financial management system, while on October 15th he received Shs135,000 as transport allowance for the month of October  to December 2021, Shs300,000 as staff lunch allowance for October, November and December 2021, and Shs510,000 as staff airtime and tele-saver for October, November and December 2021 .

On October 25th, he received Shs100,000 as facilitation allowance for staff attending exit meeting at the office of Auditor General meeting on 18th October 2021.

On November 16th, he received Shs3,350,000 as transport during monitoring and evaluation of national sports associations/federations while on November 15th, he received Shs5,000,000 as transport facilitation for the netball team in Uganda, which when contacted the Uganda Netball Federation officials with all the proof we saw, show they never received the said monies from Tucungwirwe.

On that same day, he received Shs100,000 as Safari Day allowance for working on 6th November 2021.

On December 3rd, he received Shs600,000 as ICPAU annual seminar fees for 08th Dec2021, on December 17th he received Shs5,000,000 as consultancy services long term-field expenses for management oversight for sports through regional revitalization of sports activities in Karamoja, and Kapchorwa while on December 20th he received Shs4,500,000 as another consultancy services long term-field expenses for management oversight for sports through regional revitalization of sports activities in Karamoja and Kapchorwa and on December 31st 2021 he received Shs600,000 as Safari Day allowance.

In 2022, starting with month of February 28th, he received Shs150,000 as payment for facilitation during the inauguration of new Council members on 3rd March 2022 at Copper Chimney Restaurant, Shs1,538,000 as payment for ACCA annual subscription fees for Acting Senior Internal Auditor, Shs300,000 as payment for facilitation allowance for attending IFMS training on record and tracking of domestics arrears and Shs185,000 as payment for seminar fees for acting Senior Internal Auditor to Institute of Certified Public Accountants of Uganda.

On March 3rd, he received Shs150,000 as payment for facilitation during orientation programme for the new Council staff on 1st March 2022 yet on March 7th he received shs150,000 as payment for facilitation for top management for attending incoming Council Board induction on 7th March 2022.

On March 22nd, he received Shs4,490,000 as payment for lunch during hosting of international Uganda junior badminton from 28th -February to 2nd March 2022.

On March 17th, he received Shs100,000 as Safari Day allowance for working on Saturday 12th March 2022 for official duties. Yet on March 21st, he received Shs4,842,000 as payment for transport refund to the Uganda team participating in international Uganda junior badminton from 28th February to 2nd March 2022.

On March 30th, he received Shs3,984,000 as payment transport during hosting of international Uganda junior badminton from 28th February-2nd March 2022 while on March 18th, he received Shs4,789,000 as payment for prizes during hosting international Uganda junior badminton from 28th February to 2nd March 2022.

On March 25th, he received Shs3,889,000 as payment for refreshments during hosting of international Uganda junior badminton from 28th February-2nd March 2022. On March 30th, he received Shs800,000 as payment for Safari Day allowance for staff attending the IFMS continuous training on the system and Shs800,000 as payment for facilitation for attending practical audit training series by ICPAU from 30th March to 2nd April 2022.

Lastly on March 31st, he received Shs1,800,000 as payment for facilitation for Council staff for attending council meetings.

On April 20th, he received Shs9450,000 as payment for lunch, transport, airtime and tele-saver allowance for established and support staff for fourth quarter OF financial year 2021/2022. On April 28th, he received Shs2,300,000 as payment for hire of projectors and microphone during Council review of national physical education and sports policy NCS/NCONS/ 2021 -2022.

On April 22nd, he received Shs300,000 as payment for facilitation for staff preparing a dossier and attending presentation of ministerial policy statement on 17th to 19th April 2022. On April 27th, he received Shs4,950,000 as payment for  facilitation during Council review of national physical education and sports policy NCS/NCONS/ 2021-2022.

On April 28th, he received Shs2,480,000 as payment for decoration during Council review of national physical education and sports policy NCS/NCONS/ 2021 -2022.

Earlier on April 22nd, he received Shs3,450,000 as payment for eats and drinks during Council review of national physical education and sports policy NCS/NCONS/2021-2022.

On May 19th, he received Shs100,000 as payment for facilitation for staff attending the burial of late grandmother of Senior Accounts Assistant. On 06th May 2022, Shs100,000 as payment for facilitation for staff who worked on official duties, and Shs100,000 as payment for facilitation for staff attending induction of corporate affairs officer on 04th and 05th May 2022.

On May 26th, he received Shs500,000 as facilitation for attending IFMS training at MoFPED  ITF centre at Crested Towers from 23rd-28thMay 2022, while on May 30th, he received Shs3,684,000 as sundries for Internal Audit officials during sensitization of national sports federations/associations on accountabilities for the third quarter of FY2021/2022.

On May 30th, he received Shs4,450,000 as transport department during monitoring and evaluation of national sports association/federations on accountability presentation for funds disbursed in the third quarter.

On June 8th, he received Shs3,000,000 as facilitation for media houses/personnel during sensitization programs for national sports federations/associations on accountabilities for the third quarter of FY2021/2022.

On June 13th, he received Shs2,000,000 as co-ordination during sensitization programs for national sports federations/associationa on accountabilities for the third quarter of FY 2021/2022. On June 8th, he received Shs2,100,000 as payment for hire of projector during national sports federation/associations on sensitization program for the third quarter of FY2021/2022;

On June 13th, he received Shs4,500,000 as transport refund for national sports federations/associations officials during training of selected book keepers on gov’t accountability submissions at NCS premises.

Other allowances received include May 30th Shs1,500,000 as re-reimbursements incurred during sensitization programs for national sports federations/associations on accountabilities for the third quarter of FY2021/2022.

On June 6th, he received Shs4,760,000 as Safari Day allowance during sensitization programs for national sports federations/associations on accountabilities for the third quarter of FY2021/2022. On June 15th, he received Shs4,000,000 as sundry expenses during the sports forum for the 4th quarter of FY2021/2022 and also Shs3,000,000 as sundry expenses during the sports forum for 4th quarter FY2021/2022.

On June 30th, he received Shs1,900,000 as facilitation to ICPAU 10th economic forum, June 24th, Shs4,650,000 as decoration during the capacity building for sports federations, JUNE 30th, Shs2,250,000 as facilitation for staff attending Council meetings, Shs5,000,000 as refreshments and meals during the capacity building, and Shs4,000,000 as facilitation for facilitators during the capacity building of national sports federations.

On June 24th, he received Shs450,000 as facilitation for the burial of Ms Anek Susan’s husband on 24th June-2022 and surprisingly on that same day, he also received Shs1,286,672 as Payment for 273.76 GBP for his certified chartered accountancy annual subscription.
