How NCS board member Anyakoit pocketed Shs32m in FY2021/22 in allowances

Kampala – Cecilia Anyakoit is one of the longest serving board members on the National Council of Sports (NCS) just like the board chairperson Ambrose Tashobya pocketed millions of money in the financial year 2021/22.

Anyakoit came into lime light in the sports sector when she was appointed as a member on Board during by the then board chairman Bosco Onyik and Minister Charles Bakabbulindi.

Since then, she has been serving in that capacity to date. When seen frequenting the NCS premises, and the office of the General Secretary, one only wonders, what takes her her there like she has no day job.

She is among the board members who swam in money while at the Commonwealth games in Birmingham and she is also one of the officials who never misses out on trips during international and continental competitions.

Walletnews has also unearthed what Anyakoit received from the National Council of Sports in the financial year 2021-2022 and the reasons for the money.

In the financial year 2021-2022 between 17th  September 2021 and 22nd  June 2022, Anyakoit received a total of Shs32,596,000 through her Centenary bank account.

The monies alone a sports federation like Uganda Handball never received that kind of money. Even in the current financial year, Uganda Handball is yet to receive any funding.

Below is the breakdown of the money she received and the reason.

On September 17th 2021 NCS paid her Shs1,449,000 as retainer fees for the month of July to September 2021, while on September 24th  she received Shs800,000 twice totaling to Shs1,600,000 as transport and sitting allowance for attending technical committee meetings.

On the same day she received Shs800,000 two times also totaling to Shs1,600,000 as transport and sitting allowance for attending full council meeting, she also received another Shs750,000 twice times totaling to Shs1,500,000 as transport and sitting allowances for attending audit committee meeting.

On October 11th 2021,  she received Shs1,449,000 as council member’s retainer fees for October-December 2021 while on December 13th received, Shs1,600,000 as consultancy services long term – facilitation for management oversight for sports through regional revitalization of sports activities in Karamoja and Kapchorwa, and on December 30th 2021, she received Shs2,350,000 twice times totaling to Shs4.700,000 as facilitation for council and committee meetings for conclusion of second quarter of financial year  2021/2022.

On January 20th 2022, Anyakoit received Shs1,000,000 as facilitation for representing NCS at the burial of chairperson audit committee member who lost her father, Onen Gusfer, while on February 24th, she received Shs1,449,000 as payment for council members retainer fees for the month of January to March  2022 and on February 25th she received Shs750,000 as payment for attending the inauguration of new council members on March 3rd 2022 at Copper Chimney Restaurant in Kampala.

On March 4th 2022, she received Shs750,000 as payment for facilitation for attending incoming national council of sports board induction on March 7th 2022. on March 11th, she got Shs200,000 as payment for facilitation for council members for attending joint meeting between NCS and PES on 11th – March -2022.

On March 16th 2022, she received Shs200,000 as payment for facilitation for attending consultative meeting with national sports federations and association on 17th March 2022, and  on March 18th she received Shs750,000 as payment for facilitation during consultative meeting with officials from physical education and sports – Ministry of Education and Sports on 18th March 2022.

On March 21st 2022, she received Shs2,350,000 twice times totaling to Shs4,700,000 as payment for facilitation for council meetings to discuss quarter three of financial year 2021/2022 report.

On March 25th 2022, she received Shs540,000 as payment for facilitation to represent NCS at the Ateker cup finals for 2021-2022 and on March 29th 2022, she was paid Shs300,000 upfront as facilitation to attend the national sports forum on 30th-March-2022

On April 19th 2022, She received Shs1,449,000 as payment for council members retainer fees for the period of April to June 2022, while in May 16th 2022, she received Shs800,000 as payment for facilitation for council members attending adhoc technical committee meeting, and on the same day, she also received Shs1,600,000 as payment for facilitation for council members for the same meeting.

Meanwhile, on June 14th 2022, she received Shs2,400,000 as sitting and transport allowance for council and committee meeting for 4th quarter of financial year 2021-2022 also on that day she received Shs800,000 as facilitation for attending the national sports forum for 4th quarter of financial year 2021-2022 and lastly on June 22nd 2022, she received Shs1,810,000 as facilitation for the burial of Susan Anek’s husband on 24th June 2022.

Meanwhile, sports federations and associations go a full financial year without funding as NCS board members continue to be paid dubious dubious allowances.
