How NCS board chairperson Tashobya pocketed Shs22m in allowances during  FY2021/22 as sporting federations continue to decry lack of funds

Kampala – Many would presume that when people fight to be appointed on the National Council of Sports (NCS) Board, it is for the love of sports, but it is just to enjoy tax payers money.

We have seen others being dropped from the NCS Board and end up taking over jobs that were never advertised in anyway to keep enjoying the money, and guess what, in 2023 Wallnetnews published the cash bonanza story on how officials swam in money during the Commonwealth games in Birmingham, and how NCS General Secretary Dr. Bernard Patrick Ogwel inflated the accountabilities.

Every financial year starts on 1st July, and ends on 30th June of the next year. To continue to uncover the dirt at National Council of Sport, we are exposing how much it got in the financial year 2021-2022, and how the funds were mishandled by the top officials.

In April, 2023, a parliamentary Select Committee during its investigations in the operations of NCS, they failed to get enough information due to Dr. Ogwel’s refusal to avail them with all the necessary information and in some of the recommendations on the floor of Parliament, the committee chairperson urged the Auditor General to carry out a forensic audit on NCS, and the Inspectorate of Government to investigate the accounting officer who is the General Secretary.

In this edition, we reveal what each NCS Board member, and the top administration received in the financial 2021/2022 starting with the chairperson Ambrose Tashobya.

In that financial year alone, some Uganda sporting federations and associations to mention but a few like Uganda Boxing Federation, Uganda Netball Federation, and a few others did not receive any funding to extent of missing out to compete in international events but the board chairman alone pocketed Shs22,315,500.

On April 1st 2022, through his bank account in ABSA Bank, National Council of Sports paid him Shs4,750,000 for facilitation for council members for attending committee meetings to discuss the third quarter of financial year 2021/22 report, and also on that same day he received Shs811,500 for retainer fees for council members for the third quarter of financial year 2021-2022.

While on April 22nd 2022, Tashobya received Shs1,554,000 for council member’s retainer fees for the period of April to June 2022, and on that day also, he received Shs3,000,000 for payment for fuel for council and staff members for the period of April to June 2022.

On 26th May, 2022, the board chairperson received Shs800,000 for facilitation for council members attending Adhoc technical committee meeting at Copper Chimney Restaurant yet on  June 15thhe also received Shs950,000 for facilitation for attending the national sports forum for 4th quarter of financial year 2021-2022 and  Shs4,700,000 for sitting and transport allowance for council and committee meeting for 4th quarter of financial year 2021-2022 and on June 16th he received Shs1,000,000 for sitting and transport allowance for council and committee meeting for 4th quarter of financial year 2021-2022.

It is unclear if the Inspectorate of Government and the Auditor General have established what each Board Member received in that financial year.
