Rukungiri top NRM mobilizer wants DEC overhaul for better party structures

Rukungiri – Barely a fortnight ago, President Yoweri Kaguta Museveni, was in Rukungiri and it was reported that over 2,000 people from Forum for Democratic Change (FDC) ‘crossed’ into NRM, but as we report things are not moving on well among the party leadership in the district.
The latest we have is that a one George Mugarura, an NRM cadre and the party’s chief mobilizer in the district has since turned be a stone in the shoe.
Mugarura a few days ago released a dossier exposing the District Executive Committee (DEC) of irregularities as he wrote: “As a concerned cadre and a full time NRM mobilizer, am convinced that we should do something to rescue Rukungiri district again.”
He added that as NRM, they recently celebrated the party’s victory in 2021 general elections, but the party is headed to meet a stiff challenge in the district, unless otherwise.
Mugarura opines that some some DEC members in the district are incompetent and others incapacitated to serve the party anymore.
The district committee that consists of Rtd. Maj. Gen. Jim Muhwezi as the chairperson doubles , vice chairperson Andrewson Katebiire, the former Rukungiri LC5 chairperson, Secretary Dr. Alex Kamugisha, Robert Tukamuhebwa DEC Secretary, now Deputy RDC Kabale district, and Annah Kyaragire Treasurer NRM historicals.
Mugarura alleges that there are no proper structures of leadership in the district, because the only person working is the secretary who is available but a political animal because of being an NRM Historical.
The current NRM district chairperson Jim Muhwezi, is also pinned by Mugarura for not having Rukungiri at heart but being pre-occupied as security minister, adding that the former bush war fighter is very hard to reach concerning the party issues and when lucky, it can take 3-4 months to access him.
Mugarura adds that vice chairperson Andrewson Katebiire, deserted his position and stood as an independent against NRM chairman and flag bearer in the 2021 general elections has since then left NRM party.
However in one of the social media platforms, Katebiire defended himself saying that standing as an independent doesn’t break any of the party’s regulations adding that even some of the cabinet ministers stood as independents in the 2021 elections.
Katebiire states that the problems in Rukungiri party leadership are very well known, giving an example of an NRM flag bearer who was prevented from meeting the president because of allegedly testing positive for Covid-19 yet was not sick.
The former district boss added that another challenge that needs to be addressed is party leaders in the district supported opposition candidates in preference to NRM party flag bearer citing Rubabo constituency as example. He further told Mugarura not to shy away from the truth because lack of it is killing the party.
Talking of the current NRM district administration office is like a deserted home, the office administrator Davis Mutabanura, is always crying that he can’t be in an office looking like a house without a mother. Nevertheless, the premises of the office is in a sorry state.
Magarura also warned the committee of dire consequences if no actions are taken as he scoffed: “We NRM mobilizers have got stranded seeing other political parties mobilizers, moving forward yet we are the party in government.”
The dossier has since raised eyebrows among opposition ‘converts’ that were paraded before the president who told Wallnetnews that they were duped by the NRM district leaders.
